Description of proposal: The City is proposing revisions to the Conservation Cluster Housing (CCH) provision in Chapter 18.54 of the Lake Forest Park Municipal Code. Approved Project: Three critical area buffer reductions have been approved in preparation for construction of a single family structure, following review of Qualified Professional reports. The standard steep slope buffer of 50 feet is being reduced to 25 feet, and two stream buffers are being reduced to 75% of the standard buffer for each stream. The combined critical areas and their buffers are being dedicated as critical area conservation easements, with a notice on title indicating the same and a split rail fence will be constructed along easement boundaries. An additional 15-foot building setback from all critical area conservation easements is not reducible. Mitigation for stream buffer reductions include 999 plantings composed of trees, shrubs, and groundcover. This project has been reviewed in tandem with a boundary line proposal to reduce the original three parcels to two, one of which has an existing structure. Mitigation plantings must be monitored annually for a total of 5 years. All recommendations of the geotechnical report must be followed throughout construction.

The proposal maintains the same width of the existing house for the new second story, which encroaches required side yards. A variance to the Lake Forest Park Municipal Code is necessary because LFMPC 18.66.050 (B) only allows nonconforming buildings to be enlarged when the enlargements conform to the zoning regulations in which the building is located.

This proposal has been revised since the original variance application in 2015 to only request a variance to side yard standards. The original request also proposed a variance to the standard front yard setback, which has been withdrawn.

Proposal: To construct a second story to an existing non-conforming home. The proposal maintains the same width of the existing house for the new second story, which encroaches required side yards. A variance to the Lake Forest Park Municipal Code is necessary because LFMPC 18.66.050 (B) only allows nonconforming buildings to be enlarged when the enlargements conform to the zoning regulations in which the building is located.

This proposal has been revised since the original variance application in 2015. The original request also included a variance request to the standard front yard setback, which is no longer necessary for the revised design.

PUBLIC  NOTICE: 2018 COMPREHENSIVE PLAN AMENDMENT APPLICATION REQUIREMENTS AND PROCESS

The City of Lake Forest Park is accepting formal applications for amendments to the Comprehensive Plan and Future Land Use Map. Amendments to the Comprehensive Plan are allowed on an annual basis under Lake Forest Park Municipal Code (LFPMC 18.01).
