VINE: (Victim Information & Notification Everyday)

VINE is an automated victim notification system that allows victims of domestic violence and other crimes to register to be notified of an inmate‘s release from jail, and to get information on charges and bail amount. VINE provides information on the custody status of inmates who have been booked into any King County Department of Adult Detention facility.

Victims and the general public can call the VINE system toll–free, to verify whether an inmate is in custody, and register to receive automatic telephone notification upon an inmate‘s custody status change.

Callers will also be provided with information on additional victim assistance services.

VINE is available in English, Spanish, Vietnamese, Russian, Tagalog, Chinese and Amharic.

Locating an Inmate

Callers will be able to search for an inmate based upon the following criteria:

  • Inmate name
  • Police Case/Incident Number
  • King County Department of Adult Detention Booking Number
  • VINE Information

Once an inmate is located, callers will receive the following:

  • Current inmate status
  • Location of the inmate (agency name and phone number)
  • Charges (up to five)
  • Bail amount
  • Scheduled release date, if available.
  • Information on additional victim services

VINE Registrations

Once the system confirms that the person is in custody, callers can register to receive telephone notification by providing a telephone number, including area code, and a four-digit PIN Code of their choosing.

Example: 502-555-1212 + 1234 = Valid Registration

VINE Notifications

Unless otherwise noted, notification calls will begin as soon as VINE receives an updated record from the on-site agency. Calls will continue every 30 minutes for 48-hours, or until the notified person confirms the call by entering his or her PIN Code. When VINE reaches an answering machine or a person who does not enter the PIN Code, calls are reduced to every 2 hours, for the remainder of the first 24-hour period and continue at 3 hour intervals for the last 24-hour period.

Notification calls to registered victims will be made on:

  • Advance release notification
  • A change from custody to out of custody
  • Release or Escape

Transfer of custody to another facility. Other jail facilities within King County are not currently able to provide automated notification at this time.**

**For security reasons transfer calls will be delayed for 2 hours. Transfer notification calls will be made during daytime hours only.

Additional Assistance

Callers needing additional assistance with VINE can access live operators 24 hours a day by calling the toll-free hotline and pressing zero for an operator. In addition, victims of domestic violence will be provided with an option to call a dedicated number at the King County Jail.

Funding

Funding for VINE system implementation was provided to King County by the City of Seattle–s Domestic and Sexual Violence Prevention Office, through a federal Violence Against Women Act grant. Funding for system maintenance is provided through US West.
