The Congress amended the Clean Water Act in 1987 to address stormwater. The State Department of Ecology is the local agency responsible for implementation. They have done this through a permit process. These permits establish local requirements for stormwater programs and utilities. The permits establish deadlines local jurisdictions are required to meet over the next five years.
Lake Forest Park will be required to adopt a stormwater management program. The program must include public involvement, public education and outreach to reduce stormwater pollution, and the adoption of ordinances to control runoff from new development, redevelopment and construction, a illicit discharge detection and elimination program to identify and remove improper discharge into the storm water system and an operation and maintenance program to reduce pollution runoff from city operations.
Lake Forest Park received a $75,000 grant to assist the City in evaluating the current conditions and to develop a plan for meeting the federal and state requirements of the Clean Water Act. Over the next several years the City will be required to make significant infrastructure investments to better manage stormwater. Accompanying the infrastructure investments there will be significant changes in the ordinances for development and redevelopment of sites to better manage stormwater.
