| For many years, Fodor Homes has been providing a homelike setting for the care of children with disabilities in Lake Forest Park. In the past few years, Fodor Homes has increased the number of children they care for to 24 children. The houses used by Fodor are located in one neighborhood and the children attend Shoreline Public Schools. Both the neighborhood residents and the school district have expressed considerable concerns about the impacts of the expanded services provided by Fodor Homes. Last month I invited the neighbors to a meeting with me to have a conversation regarding their concerns. At the meeting we talked about the kinds of facilities the state licenses for the care of persons with disabilities and what criteria are used in the licensing process. We also talked about the role the City plays in the locating of group homes and I asked the neighbors to share with the state agencies the impacts they would like to be considered in licensing group homes. I wrote the Secretary of the Department of Social and Health Services and was told the Department will be reviewing the policies. Among the actions the Department will be taking is to consider whether licensing regulations should be changed to include additional requirements for multiple homes licensed to the same provider in the same area. I will continue to work with our legislators, the City Council and the school district on clustering and funding issues. |
