July, 2003: Annual Budget Considerations

As we begin our annual budget discussions for 2004, one of the issues is our community priorities. As a City, we have done well with our budgeting in spite of some significant cuts in the State shared revenues. Our reserves are healthy and the 2004 budget is in good shape. We have made significant reductions and other adjustments, and are developing more good ideas to address the revenue gap. Still, we must put our services in some priority order.
Priority funding for core services is a simple statement as long as we all agree on the core functions. Here in lies the debate. Traditionally we think of core services as Public Safety, including the police and court; maintenance of roads and utilities; and land use (zoning) and the enforcement of these codes including building codes. Our City goes well beyond this set of functions.
We are involved in supporting our kids through the after school program at Kellogg, the Teen Court, the DARE Program, and the funding of several summer programs. We support the Senior Center and are actively working to establish senior housing options. We have developed a parks system to help protect the environment and support active recreational opportunities. And, we have supported the establishment of the Third Place Commons, our indoor park, to foster interaction among community residents. As we move forward, I believe we should consider these community functions on the same footing as what is traditionally considered a citys core functions.
