CALL TO ORDER

Mayor Hutchinson called the City Council study session meeting to order at 6:10 p.m.

ADOPTION OF AGENDA

There being no objection, the agenda was adopted as presented.

CONFIRMATION REVIEW CALENDAR

Mark Phillips, Environmental Quality Commission, Position 1, term ending 3/31/07

Hutchinson introduced Mark Phillips, nominee for the Environmental Quality Commission, Position 1, term ending 3/31/07.

At the request of the mayor, Phillips discussed his involvement in various environmental organizations and projects and his interest in serving the city as a member of the Environmental Quality Commission.

Councilmembers said that they appreciated Phillips’ remarks and his willingness to volunteer to serve on the commission.

AGENDA ITEMS/DISCUSSION

Report – Sewer Rate Study

Barbara Shosten and David Findlay/Financial Consulting Solutions Group, Inc.

Barbara Shosten of Financial Consulting Solutions Group discussed the cost of service rate study related to sewers that their firm was contracted to conduct for the city. Shosten reviewed the rate study process, discussed capital financing and revenue requirements and the cost of service analysis.

Shosten and Findlay discussed the various steps in the study process and the outcomes of their research.

In response to questions from councilmembers, Shosten and Findlay clarified information regarding the study and its results.

Shosten identified questions related to unsewered areas and recommended that this topic be scheduled for a thorough discussion at an upcoming meeting.

ADJOURNMENT

There being no objection, the Council study session meeting was adjourned at 7:23 p.m.
