City Council Study Session
November 10, 2004

Councilmembers present: Dwight Thompson, Mayor pro tempore (6:45 p.m.); Alan Kiest, Carolyn Armanini, Mary Jane Goss, Nate Herzog, Roger Olstad, Ed Sterner (6:20 p.m.)

Staff present:  David R. Hutchinson, Mayor; Dennis Peterson, Police Chief; John Hawley, Finance Director; Stephen Bennett, Planning and Building Director; Tema Nesoff, Parks and Recreation/Human Services Administrator; Sarah Phillips, Community and Government Affairs Manager; Susan Stine, City Clerk

Others present:  Five visitors

CALL TO ORDER

Mayor Hutchinson called the City Council study session special meeting to order at 6:10 p.m. 

ADOPTION OF AGENDA

There being no objection, the study session agenda was adopted as presented.

AGENDA ITEMS/DISCUSSION

Mayor’s Proposed 2005 Budget/Review of Departmental Budgets

--Human Services Proposed Budget

Finance Director John Hawley noted that the council budget committee would meet on Monday, November 15 at 6 p.m. at city hall.  Following introductory remarks by Hawley, Human Services Administrator Tema Nesoff reviewed 2004 accomplishments and discussed various programs included in the 2005 workplan.  Discussion followed regarding proposed support for various programs.

--Parks and Recreation Proposed Budget

Parks and Recreation Administrator Tema Nesoff reviewed various projects completed in 2004 and discussed plans for 2005. Councilmembers discussed various issues and requested additional information related to the proposed projects and programs included in the parks and recreation budget.

--Planning and Building Proposed Budget

Planning and Building Director Steve Bennett reviewed departmental accomplishments for 2004 and discussed various projects to be completed in 2005.  Councilmembers discussed various issues related to planning and building and requested information regarding permit tracking.

--Public Safety/Vehicle Equipment and Replacement

At 7:19 p.m., councilmembers agreed to postpone further review of the proposed budget to the regular meeting agenda.

ADJOURNMENT

There being no further comments, the Council study session meeting was adjourned at 7:20 p.m.
