City Council Study Session
October 14, 2004

CALL TO ORDER

Mayor Hutchinson called the City Council study session meeting to order at 6:17 p.m.  Hutchinson noted that City Administrator Haines would not be present due to illness.

ADOPTION OF AGENDA

There being no objection, the study session agenda was adopted as presented.

AGENDA ITEMS/DISCUSSION

Review of Comprehensive Plan Elements

Hutchinson said that Planning Director Steve Bennett would lead the review of the comprehensive plan elements scheduled for discussion.

Bennett began with a list of requirements and summary of issues for the land use element.  He reviewed tables related to population trends, vacant land and re-developable land.

In response to a question from Cmbr. Kiest, Bennett said that information could be added regarding the baseline information used by the Growth Management Act and the new target numbers following renegotiation.

Councilmembers discussed zoning and density issues and economic drivers for potential changes.  Bennett discussed the consultant’s process and the information on which the tables are based.  He also noted that the tables reflect capacity rather than current housing.

Bennett discussed future employment numbers for the city and noted that Lake Forest Park had agreed to an increase of 455 jobs or a 28 percent increase over a 21-year period.

Discussion followed regarding home-based and internet-based businesses, independent contractors and other uncounted members of the work force.  Councilmembers noted various strategies for meeting the employment target that would make sense for the city.

Bennett reviewed the first land use goal regarding the vitality of the city’s commercial areas, diversity of housing options and planning for pedestrian facilities and the policies accompanying the goal. Councilmembers discussed concepts incorporated in the policies and recommended clarifying amendments.

Bennett reviewed the second land use goal regarding a development process that preserves the city’s character and allows for variety in new development.  Councilmembers discussed concepts incorporated in the policies and recommended several amendments.

Bennett said the discussion would begin at the third goal of the land use element at the October 21 special meeting.

ADJOURNMENT

There being no further comments, the Council study session meeting was adjourned at 7:25 p.m.
