City Council Special Meeting
September 16, 2004

Councilmembers present: Dwight Thompson, Mayor pro tempore (6:23 p.m.); Carolyn Armanini, Mary Jane Goss, Nate Herzog, Roger Olstad, Ed Sterner

Councilmember absent:  Alan Kiest

Staff present:  Karen Haines, City Administrator; Stephen Bennett, Planning and Building Director; Susan Stine, City Clerk

CALL TO ORDER

Cmbr. Carolyn Armanini called the City Council special meeting to order at 6:22 p.m.

Mayor pro tempore Dwight Thompson arrived at the meeting at 6:23 p.m.

AGENDA ITEMS/DISCUSSION

Review of Comprehensive Plan Elements--Economic Development/Housing/Land Use/Environmental Quality and Shorelines

Thompson said that the purpose of the meeting is to review elements of the draft comprehensive plan related to economic development, housing, land use and environmental quality and shorelines.

Economic Development

Planning and Building Director Steve Bennett began the review with a summary of the issues related to economic development.  He reviewed the tables associated with employment and per capita taxable sales. 

Goals associated with economic development were reviewed, and councilmembers recommended amendments to the proposed text.

A five-minute recess was called for at 7:25 p.m.

The meeting was resumed at 7:29 p.m.

Housing

Bennett reviewed a summary of issues associated with the housing element of the draft comprehensive plan.  Bennett discussed tables related to housing unit distribution comparisons; construction, demolition and sales statistics; and age distribution of residents.

Councilmembers reviewed various issues related to housing and amended the proposed goals associated with the housing element.   Issues discussed included housing targets, infrastructure and concurrency requirements, accessory dwelling units, requirements of the state Growth Management Act (GMA), housing stock and neighborhood character.

Special Council Meeting

Land Use and Environmental Quality and Shorelines

Thompson said an additional special meeting should be scheduled to discuss the land use and environmental quality and shorelines elements of the proposed comprehensive plan.  Councilmembers agreed to discuss the addition of another special meeting for the purpose of discussing elements of the draft comprehensive plan at the September 23, 2004 council regular meeting.

ADJOURNMENT

There being no further comments, the Council study session meeting was adjourned at 8:52 p.m.
