CALL TO ORDER

Mayor David Hutchinson called the study session meeting to order at 6:04 p.m.

Adoption of Agenda

There being no objection, the agenda was approved as presented.

AGENDA ITEM/DISCUSSION
Solid Waste Contract Update

Community and Government Affairs Manager Sarah Phillips presented information regarding the 2003 monthly garbage collection service levels and fees with the recycling credit.

Phillips reviewed the proposed customer survey regarding the city’s garbage collection services including questions regarding recycling, yard waste, organics and other issues.  Councilmembers suggested various changes to the proposed survey for clarification.

Phillips said that she had received survey information from King County, which was helpful in designing the proposed survey.  Cmbr. Herzog recommended an answer choice format for the survey.

2004 Street Overlay Program

Public Works Operations Director Frank Zenk presented information regarding the 2004 street overlay program and discussed the schedule and street locations for the project.  Zenk discussed the process for informing residents of the work schedule.

In response to a question from Cmbr. Goss, Zenk said that the project area is limited to the existing pavement. 

In response to a question from Cmbr. Armanini, Zenk noted that the city has an inventory of existing berms along roadways and noted that the public works team is committed to berm replacement within 72 hours of the overlay work, if weather permits.

Forest Park Drive Slide Repair

In response to a question from Cmbr. Armanini, City Administrator Haines noted that the bid opening for the Forest Park Drive Repair Project is scheduled for August 6, and the August 12 council agenda will include awarding the bid for the project. 

Cmbr. Kiest recommended that the city communicate with the school district’s transportation department regarding the Forest Park Drive project so that bus routes can be arranged.
