City Council Special Meeting
June 21, 2004

Councilmembers present:  Dwight Thompson, Mayor pro tempore; Alan Kiest, Carolyn Armanini, Nate Herzog (7:38 p.m.), Roger Olstad, Ed Sterner

Councilmember absent:  Mary Jane Goss

CALL TO ORDER

Mayor David Hutchinson called the special meeting to order at 7:34 p.m.  

Hutchinson noted that the first item on the special meeting agenda is an executive session to discuss personnel matters for approximately 30 minutes.  He noted that the executive session may be extended for an additional 30 minutes if necessary.  Those not required to remain for the executive session exited the council chambers at this time.

EXECUTIVE SESSION

The meeting was recessed to executive session at 7:36 p.m. for discussion of personnel matters for approximately 45 minutes.

At 8:05 p.m., the executive session was extended for an additional 30 minutes.

The special meeting was resumed at 8:34 p.m.

A five-minute recess was called for at 8:35 p.m.

The special meeting was resumed at 8:41 p.m.

Hutchinson noted that the council has requested an additional executive session for discussion of personnel matters for approximately 30 minutes at the end of the agenda.

AGENDA ITEM/DISCUSSION

PRESENTATION

City Administrator Haines said that the building inspector would present an overview of the new codes related to building and construction. Amendments to the fee schedule for the building department are proposed to be adopted in conjunction with the new codes.

Haines said that former Planning Manager Ty Peterson began preparing for the adoption of the new codes, and Building Inspector Bob Bland has worked with other agencies and has completed the staff work in preparation for council adoption.

Building Inspector Bland discussed the changes in the new building and construction codes, the impacts for city residents and proposed amendments to fee schedules for the building department.

Kiest expressed his interest in legislation that is written in a clear and comprehensive style with the user in mind.  He noted issues of concern related to syntax and stated that his review of a portion of the ordinance does not give him a sense of confidence that citizens would find the proposed ordinance easy to use and understand.  Kiest listed several references in the ordinance and said that the proposed language was either incorrect or unclear for readers.

Cmbr. Armanini noted that a comparison of the current and proposed fees is difficult if they are not listed together.  Armanini also noted her concern regarding information about deck construction requirements.

Kiest noted that he has read some articles regarding concerns raised by other cities regarding the new building and construction codes.

Bland noted that the new construction codes would go into effect statewide on July 1, 2004.  The amendments included in the proposed ordinance have been developed along with other cities to make the International Building Code more responsive to the needs of cities, and Bland noted that amendments to the International Residential Code must be state-mandated.

Haines and Bland said that they would work with the city attorney to prepare an update of the proposed ordinance for council consideration at the June 24, 2004 regular meeting.

SECOND READING CALENDAR

Authorization to Hire Building Inspector

Haines noted that the building inspector Bob Bland has recently submitted his resignation due to an unsolicited job offer that he has accepted from his former employer, the city of Los Angeles. 

Thompson moved authorization to hire a building inspector.  Kiest seconded.  The motion carried unanimously.

At 9:45 p.m., Hutchinson noted that the council has scheduled an additional executive session to discuss personnel matters for approximately 30 minutes.  Those not required to remain for the executive session exited the council chambers at this time.

The meeting was resumed at 10:14 p.m.

There being no objection, the special meeting was adjourned at 10:15 p.m.
