City Council Study Session

Sustaining Lake Forest Park Livability Task Force members present:  Pamela Brown, Dale Cote, Lloyd Skinner, Karen Sluiter, Shary Van

Staff present: David R. Hutchinson, Mayor; Karen Haines, City Administrator; John Hawley, Finance Director; Sarah Phillips, Community and Government Affairs Manager; Dennis Peterson, Police Chief; Susan Stine, City Clerk

CALL TO ORDER

Mayor David Hutchinson called the study session meeting to order at 6:07 p.m.  

CONFIRMATION REVIEW CALENDAR

Bruce Manger, Transportation Commission, position 2, term ending 3/31/2007

Hutchinson introduced Bruce Manger, his nominee for the Transportation Commission.  He noted that Manger has served on the Transportation Committee and has a strong interest in continuing as a Commissioner.

Manger expressed his interest in transportation issues and his experience serving on committees dealing with transportation related issues during his professional career in retail.

Councilmembers thanked Manger for his willingness to continue his volunteer service as a member of the Transportation Commission. Hutchinson noted that the council would act on Manger’s appointment at the June 24, 2004 council agenda.

AGENDA ITEM/DISCUSSION

PRESENTATION/Sustaining a Livable Lake Forest Park/Task Force Report

Task Force chair Olstad welcomed Bonnie Berk and Chris Mefford of Berk & Associates, reported on the work of the task force and reviewed the status of the study.

Consultant Bonnie Berk said that the work of the task force has been aided by the inclusion of the three councilmembers as members.  Berk noted that the task force has reached the halfway point in the study.

Berk and Mefford discussed the central issues of the study, the economic and market analysis, housing and zoning assessment, housing market and demand, retail sales analysis, town center planning, land use and economic development policies and fiscal analysis related to the town center, the task force vision, community design options and the schedule for the remaining work for the task force.

In response to questions from councilmembers and task force members, Berk and Mefford discussed tools and sources used in the study and issues to be addressed in upcoming task force sessions.

Olstad noted that a recommended plan would be part of the presentation to the council in September.

Adjournment

There being no objection, the study session meeting was adjourned at 7:20 p.m.
