CALL TO ORDER
Mayor Hutchinson opened the study session meeting at 6:11 p.m. in the training room at city hall. The decision to hold the study session in the training room was due to the power outage this afternoon. Electrical power was restored at 5:15 p.m., and Hutchinson noted that the council meeting beginning at 7:30 p.m. would be held in the council chambers.
AGENDA ITEM/DISCUSSION
Proposed Legislative Agenda
Hutchinson presented the proposed 2004 legislative agenda for discussion with 32nd District legislators at the December 11, 2003 study session meeting. He discussed proposals that would make cities fiscally stable, eliminate unfunded mandates, and support regional services. He reviewed capital budget projects related to transportation, flooding, and public safety. He discussed the need for continued state funding related to economic development and shoreline management. He also noted the need to clarify language related to best available science in the Growth Management Act.
Councilmembers raised and discussed issues related to the proposals related to DUI convictions and reimbursement for jail costs.
Regarding capital budget proposals, Cmbr. Armanini recommended that support for a study of SR 104 (Ballinger Way) between 40th Place Northeast and SR 522 (Bothell Way) should be sought prior to seeking support for additional traffic lights. Armanini also recommended an organic approach to the proposal to reduce the impact of flooding.
Cmbr. Herzog said that the capital budget proposal regarding sidewalks would carry more weight if the school safety issue were noted.
In response to questions from councilmembers regarding the proposal to monitor the officer involved on the domestic violence bill, Chief Dennis Peterson discussed issues related to the proposed Brame bill.
Armanini expressed her concern regarding the city’s reliance on King County for its shoreline management program although a consultant study was completed years ago.
Armanini expressed her interest in adjusting the senior property tax credit for inflation.
Following discussion of issues related to the question regarding best available science, Cmbr. Olstad recommended that the city should seek clarification of how best available science applies in urban areas as defined by the Growth Management Act.
Cmbr. Thompson discussed his interest in pursuing funding for park space in the southern area of the city.
