CALL TO ORDER

Mayor pro tempore Dwight Thompson called the study session meeting to order at 6:12 p.m.

Thompson announced that Mayor Hutchinson would be late to the meeting and should arrive by 6:30 p.m.

AGENDA ITEM/DISCUSSION

Sewering Unsewered Areas

City Administrator Karen Haines discussed the need for policy language to include in the comprehensive plan update regarding sewering unsewered areas. In response to questions from councilmembers, City Engineer Neil Jensen discussed the sanitary sewer comprehensive plan and said that policy language is needed in the city’s comprehensive plan as well. Councilmembers discussed enforcement of connection requirements when sanitary sewer service is available.

Jensen reviewed municipal code language and Ordinance 795 regarding sanitary sewer connection requirements and charges.

Mayor Hutchinson arrived at the meeting at 6:25 p.m.

Jensen also shared information from the City of Kirkland’s emergency sewer program and compared requirements of other sewer districts regarding connection and fees.

Jensen discussed the local portion of the monthly sewer fee and compared the city’s fee to those of nearby sewer districts.

In response to questions from councilmembers, Haines discussed connection costs for property owners, potential distribution of costs, and other permits that might be required for side sewer installation.

Cmbr. Kiest suggested a review of funding issues, legal language, and cost analysis information for sewering unsewered areas.

Adjournment

There being no objection, the study session meeting was adjourned at 7:20 p.m.
