CALL TO ORDER

Mayor David Hutchinson called the special study session meeting to order at 6:12 p.m.

AGENDA ITEM/DISCUSSION

Draft Request for Proposals/Sustaining Lake Forest Park—A Strategic Plan for Sustaining a Livable Lake Forest Park

City Administrator Karen Haines reviewed a brief history of the Planning Commission’s process of developing the draft comprehensive plan and the proposal to study four options related to the town center area separately. The proposed schedule and content for the draft request for proposals were discussed.

Cmbr. Armanini expressed her concern regarding the limited time proposed between the end of the comment period to the finalized request for proposals and noted that she would be out of state on September 25.

Haines noted that the proposed dates could be adjusted and asked the council to consider finalizing the request for proposals at the October 9, 2003 council meeting.

In response to a question from Cmbr. Goss, Haines noted that the Planning Commission had indicated that the study should be completed by July 2004.

Council members discussed the proposed operating schedule, and Haines said that the advisory task force would interview and make a recommendation regarding selection of a firm to undertake the study.

Cmbr. Thompson said that he would like the following items added to the regular meeting agenda:

  1. Council role with the advisory task force
  2. Commission representation on the advisory task force

Haines provided a brief overview of the draft request for proposals including the introduction, background, scope of work, desired products, responses, evaluation criteria and timeline.

Reception Honoring Streamkeepers and Bill Bennett

Hutchinson noted that the reception honoring volunteer Streamkeepers and Bill Bennett would begin in the city hall first floor lobby at 6:45 p.m.

Adjournment

There being no objection, the special study session meeting was adjourned at 6:47 p.m.
