City Council Study Session

Mayor David Hutchinson opened the special study session meeting at 5:40 p.m.

ADOPTION OF AGENDA

There was no objection to Hutchinson’s recommendation that the agenda be re-ordered as follows:

  1. Burke Gilman Trail – Safety and Enforcement Issues
  2. Brightwater Update
  3. Police Computers/Dispatch – Interlocal Agreement with City of Bothell

AGENDA/DISCUSSION ITEM

Burke Gilman Trail – Safety and Enforcement Issues

Hutchinson welcomed Metropolitan King County Council Member Carolyn Edmonds.

Edmonds said that she became aware that there were unresolved issues related to the Burke Gilman Trail improvements at the May 12 open house at Third Place Commons. She said that she was under the impression that City and County staff members had been communicating regarding the scope of improvements and the timeline. She said that until she has the support of the City, she has asked King County Executive Ron Sims to delay action on the project. She has also asked Civil Division Chief Deputy Sally Bagshaw for a legal opinion on issues related to jurisdiction, enforcement and liability regarding the Trail.

Cmbr. Armanini said that Lake Forest Park citizens should not only be informed but also involved in decisions regarding future Trail improvements.

Cmbr. Goss expressed her concern regarding communication with the County about Trail issues and specifically noted the stop sign removal. Goss noted that she would never support removal of the stop signs.

Cmbr. Sterner commented on the importance of traffic controls and safety issues on the Trail.

In response to Edmonds’ comment regarding the City’s fine, Chief Peterson noted that a proposed ordinance would adjust the amount of the fine.

Edmonds said that she would wait to hear from the City before proceeding with any Trail improvements within Lake Forest Park.

Armanini exited the study session meeting at 6:26 p.m.

Brightwater Update

City Administrator Haines said that recent information regarding the Brightwater wastewater treatment project indicated that design changes had reduced the project’s impact on Lake Forest Park. However, questions arose regarding the use of the lakeline and protection of Lake Washington.

Senior Project Administrator Gunars Sreibers, King County Wastewater Treatment Division, reported that the County is currently preparing the final environmental Impact statement for the Brightwater project. He noted that two sites and three conveyance routes are still being evaluated. Five thousand comment letters have been received, and issues related to traffic during construction, the number of portals and pipes crossing private property are being reviewed. Sreibers said that the County is working on an aggressive schedule to get the new plant on line by 2010.

In response to questions from Cmbr. Kiest, Sreibers discussed the use of the lakeline and how the increased storage capacity of the system would protect Lake Washington from sewage overflow. Sreibers discussed how the proposed system is balanced for safety.

In response to questions from Goss, Sreibers discussed population forecasts and other data used in the system design.

In response to questions from Sterner, Sreibers discussed proposed influent and effluent routes related to Lake Forest Park.

In response to a question from Cmbr. Olstad, Sreibers said that more detailed geotechnical information has allowed a reduction in the number of planned construction portals.

Police Computers/Dispatch—Interlocal Agreement with City of Bothell

Chief Peterson and Commander Drown reviewed the services included in the proposed interlocal agreement and historical information regarding dispatch, records management and other computer software services.

Several cities have joined together to explore other software, and New World Systems was selected as the preferred vendor.

Peterson and Drown discussed the proposed interlocal agreement with Bothell covering existing services and the costs for the purchase of and support for laptop computers and software. Bothell would be responsible for maintaining the system infrastructure.

In response to questions from councilmembers, Peterson discussed project costs and applications software training.

ADJOURNMENT

There being no objection, the special study session meeting was adjourned at 7:23 p.m.
