CALL TO ORDER

Mayor pro tempore Dwight Thompson called the council study session meeting to order at 5:38 p.m.

ADOPTION OF AGENDA

There being no objection, the study session agenda was adopted as presented.

PRESENTATION/Metropolitan King County Council Member Carolyn Edmonds

Regional Parks Levy

Metropolitan King County Council Member Carolyn Edmonds presented information regarding the regional parks levy ballot measure scheduled for the May 20, 2003 election. Edmonds noted that having the election results early in the year would allow more time to explore options for staff and programs.

In response to questions from councilmembers regarding signage and other issues relating to the Burke Gilman Trail, Edmonds said that she would review the status of these issues.

CONFIRMATION REVIEW CALENDAR

Jeff Foster, Planning Commission, Position 8, term ending 3/31/06

At the request of Mayor pro tempore Thompson, Jeff Foster provided information regarding his professional experience and interests and responded to questions from council members. He noted his involvement in various projects that benefited from citizen input.

Linda Owens, Planning Commission, Position 7, term ending 3/31/06

At the request of Thompson, Linda Owens provided information regarding her professional experience and interests and responded to questions from council members. She noted her interest in analyzing the effect of legal language and her involvement in a neighborhood covenant committee.

AGENDA/DISCUSSION ITEMS

Senior Housing Zoning Overlay Proposal

Planning Manager Ty Peterson discussed existing zoning codes and described site plans relating to the proposed senior housing overlay zone. He reviewed the proposed ordinance and the related development regulations including density and height.

In response to questions from councilmembers, Peterson discussed various definitions and terms relating to senior housing, state law relating to group homes and setback and height requirements under the current zoning code.

Cmbr. Kiest said that he had requested that the study session agenda allow for a brainstorming session for councilmembers regarding options for the proposed senior housing overlay zone. Councilmembers reviewed the council regular meeting agenda and agreed that the regular meeting second reading calendar discussion of Ordinance 893/Establishing the Gateway Senior Housing Overlay Zone would be conducted as an informal brainstorming session at tables in the council chambers.

ADJOURNMENT

There being no objection, the study session meeting was adjourned at 7:20 p.m.
