CALL TO ORDER

Mayor Hutchinson called the council study session to order at 7:50 p.m. following the reception for retiring volunteer commissioners.

ADOPTION OF AGENDA

Cmbr. Olstad moved to accept the agenda as proposed. Cmbr. Armanini seconded. The motion carried unanimously.

Ownership of Seattle Sewer System within Lake Forest Park

City Administrator Jacobson and Principal Engineer Larry Wade of Hammond, Collier & Wade summarized the issues associated with the potential assumption of the City of Seattle Lake City Sewer District and a portion of the Ronald Wastewater Management District within the City of Lake Forest Park. Potential problem areas, issues related to the Endangered Species Act requirements, and future rates for sewer service were discussed.

Jacobson noted that the April 26 council meeting agenda would include assumption of the Lake City Sewer District and the portion of Ronald Wastewater Management District within the City of Lake Forest Park on the second reading and final action calendars. Thompson reviewed the options available for council action.

In response to a question from Armanini, Public Services Supervisor Akramoff noted that the public works team is willing to take on the additional responsibility and noted that training and equipment upgrades would be necessary.

City Hall Sprinkler System/Water Service

A 15-minute recess was called for at 8:50 p.m.

The meeting was resumed at 9:05 p.m.

Jacobson noted that the two issues for council consideration are the installation of a sprinkler system in the new city hall building and the water service needed to support the sprinkler system. In response to questions from councilmembers, Jacobson discussed the existing water service connection and the position of the Lake Forest Park Water District regarding water service.

Armanini noted the benefit charge savings for buildings with sprinkler systems.

Councilmembers agreed that some questions remained regarding the water service, and Jacobson said that additional information may be available following upcoming meetings with water district representatives.

Armanini moved to authorize the administration to approve a change order for addition of a sprinkler system for the new city hall project in the amount of $45,173. Herzog seconded. The motion carried unanimously.

Resolution 619/Authorization for Slope Mower Lease-Purchase Agreement and Agreement with City of Kenmore for Services

Finance Director Hawley discussed the proposed resolution authorizing the lease-purchase agreement for a slope mower and the related agreement with the City of Kenmore for mowing services.

Reports

Kiest noted that Seattle City Light is preparing for possible rolling blackouts and recommended that the administration make plans for such events.

Hutchinson noted that King County Executive Ron Sims had presented the City of Lake Forest Park with the first Earth City award, one of five to be presented in King County. Armanini reported that she took Executive Sims on a walking tour of environmental sites of interest including the Lyon Creek waterfront property.

ADJOURNMENT

There being no objection, the meeting was adjourned at 9:30 p.m.
