CALL TO ORDER
Mayor Hutchinson called the study session meeting to order at 7:34 p.m.
ADOPTION OF AGENDA
Cmbr. Kiest said he would like to add a status report on Seattle Mental Health Institute and mental health services in the north King County to the agenda.
Cmbr. Armanini moved to adopt the agenda as amended. Cmbr. Herzog seconded. The motion carried unanimously.
REPORTS/Commission Annual Reports
Annual reports were provided by Chair Marta Brakke for the Library Commission, Chair Jeff Weissman of the Economic Development Committee, Dennis Barnes and Teri Howatt of the Web Team, Tom Peterson of the Public Safety Commission, and Chair Dave Peterson of the Environmental Quality Commission.
A 10-minute recess was called for at 8:20 p.m.
The meeting was resumed at 8:35 p.m.
AGENDA ITEMS/DISCUSSION
Ownership of Seattle Sewer System within Lake Forest Park
Following discussion of issues related to acquisition of the portion of the Seattle sewer system within Lake Forest Park, Cmbr. Sterner moved to authorize the mayor to sign the letter to Ronald Wastewater District.
Cmbr. Thompson seconded. The motion carried unanimously.
Shoreline Water District
City Administrator Doug Jacobson reported on recent developments related to the relationship between the City of Shoreline and the Shoreline Water District. Councilmembers discussed potential impacts of various scenarios for Lake Forest Park residents.
Thompson moved that the council take no official position at this time regarding the potential assumption of the Shoreline Water District by the City of Shoreline. Sterner seconded. The motion carried unanimously.
Thompson moved to authorize the mayor to inquire of the City of Shoreline regarding the participants in discussions related to the assumption of the Shoreline Water District. Cmbr. Olstad seconded. The motion carried unanimously.
Compensatory Time Use
Jacobson noted that overtime pay and compensatory time use were discussed during the 2001 budget development. He reported that the administration is working to balance the workweek to accommodate meeting attendance and to eliminate any carry-over of compensatory time.
Exempt Employee Classifications
Jacobson said he has analyzed several positions for exempt classification and recommends that Community and Government Affairs Coordinator Sarah Phillips, City Planner Ty Peterson and City Clerk Susan Stine be reclassified as exempt.
Lyon Creek Waterfront Property Caretaker Report
Jacobson noted that staff member Tema Nesoff had provided a report regarding the Lyon Creek Waterfront Property caretaker search.
SECOND READING CALENDAR
Authorize Mayor to Sign/Contract with Worthy and Associates for Design and Construction Phase Support for Lyon Creek Waterfront Property
Armanini moved to authorize the Mayor to sign the contract with Worthy and Associates for design and construction phase support for Lyon Creek Waterfront Property.
Sterner seconded. The motion carried unanimously.
Status Report/Seattle Mental Health Institute
Cmbr. Kiest reported on the status of Seattle Mental Health Institute and the potential gap in mental health services in north King County.
