CALL TO ORDER

Mayor David Hutchinson called the meeting to order at 7:35 p.m.

Boy Scouts Kevin King and Peter Bonato were welcomed to the meeting by councilmembers and staff.

PUBLIC HEARING continued

Proposed 2001 Property Tax Levy

Mayor’s Proposed 2001 Budget

Hutchinson opened the public hearing on the proposed 2001 property tax levy and the proposed 2001 budget at 7:37 p.m. The public hearing had been continued to November 30, 2000 at the November 16, 2000 meeting.

The following citizens spoke in favor of approving the contract with Beckwith Consulting Group for the community center study:

There being no further comments, the public hearing on the proposed 2001 property tax levy and the proposed 2001 budget was closed at 7:51 p.m.

MAYOR’S REPORT

Hutchinson reported on his involvement in the Shorecrest High School accreditation self-study, issues related to city boards and commissions, and the recent staff recognition award to Deb Milan. He thanked Mayor pro tempore Dwight Thompson for representing the city at the dedication of the new elevator at the Shoreline Historical Museum, and Cmbr. Alan Kiest for his participation at the Animal Acres Park celebration.

City Administrator Doug Jacobson reported on ongoing legal issues related to Initiative 722.

ADOPTION OF AGENDA

Cmbr. Thompson noted that the agenda should correctly show Ordinance 846/Adopting Year 2001 Budget on the second reading calendar.

Cmbr. Armanini moved to amend the agenda as proposed.

Thompson seconded. The motion carried unanimously.

Armanini moved adoption of the agenda as amended.

Cmbr. Goss seconded. The motion carried unanimously.

CONSENT CALENDAR

Thompson moved to adopt the consent calendar as follows:

Armanini seconded. The motion carried unanimously.

SECOND READING CALENDAR

Ordinance 846/Adopting Year 2001 Budget

Armanini moved that the council budget committee recommended amendments to the Year 2001 budget be accepted as the council working document for discussion.

Cmbr. Herzog seconded.

The motion carried unanimously with five votes (Goss out of chambers).

Thompson moved to amend the proposed 2001 budget as follows:

Public Safety - reduce increased ammunition costs -$1,000

Armanini seconded. The motion carried with five votes (Goss out of chambers).

Discussion followed on various proposed expenditures.

Armanini moved to amend the proposed 2001 budget as follows:

Parks and Recreation - Restore funds for Friends of Third Place Common +$5,000

Cmbr. Olstad seconded.

Armanini recommended that funds would not be released until programs are approved. Discussion followed.

The maker and seconder withdrew their motion to amend.

Councilmembers discussed various issues related to the proposed 2001 budget including budget provisos, marine patrol, Shoreline Historical Museum, and community events.

Thompson moved that Ordinance 846/Adopting Year 2001 Budget remain on the December 7, 2000 council meeting agenda second reading calendar.

Olstad seconded. The motion carried unanimously.

Ordinance 844/Establishing 2001 Property Tax Rate

Thompson moved to amend Ordinance 844/Establishing 2001 Property Tax Rate to include the current information from the King County Assessor as follows:

Page 1, Line 19 and 20: "...plus increases of $44,798 (2.00%)$50,061 (2%)..."

Page 1, Line 25: "...a levy rate of $1.8108 $1.8149 per thousand..."

Armanini seconded. The motion to amend carried unanimously.

Thompson moved to advance Ordinance 844/Establishing 2001 Tax Rate to final action calendar.

Herzog seconded. The motion carried unanimously.

FINAL ACTION CALENDAR

Ordinance 844/Establishing 2001 Property Tax Rate

Cmbr. Sterner moved adoption of Ordinance 844/Establishing 2001 Property Tax Rate.

Armanini seconded. The motion carried unanimously.

ADJOURNMENT

Olstad moved to adjourn at 9:22 p.m.

Armanini seconded. The motion carried unanimously.
