CALL TO ORDER
Mayor pro tempore Thompson called the regular meeting to order at 7:34 p.m.
MAYOR’S REPORT
Thompson announced that the mayor is not present due to his wife’s illness.
ADOPTION OF AGENDA
With the consent of council, the agenda was adopted as presented.
Cmbr. Kiest requested to be excused from the November 30, 2000 regular council meeting.
Armanini moved to excuse Cmbr. Kiest from the November 30, 2000 council meeting.
Thompson seconded. The motion carried unanimously.
CONFIRMATION CALENDAR
James Whitfield, Planning Commission, Position 7, term ending March 31, 2003
Mr. Whitfield discussed his professional experience and perspective as a new resident and responded to questions from councilmembers. Final confirmation is scheduled for the November 16, 2000 meeting.
CONSENT CALENDAR
Armanini moved to adopt the consent calendar. Thompson seconded.
Cmbr. Olstad requested that Accept Recommendation of Hearing Examiner/CU00-10 Conditional Use Permit for Horizon View Park be pulled from the consent calendar and placed on second reading calendar.
The motion to adopt the amended consent calendar as follows carried unanimously.
PRESENTATION - MAYOR’S PROPOSED 2001 BUDGET
Executive
City Administrator Jacobson discussed the duties and responsibilities of the executive employees and noted the various expenditures anticipated for 2001.
In response to questions from councilmembers, Jacobson discussed professional services, emergency services plan, senior housing, exempt and non-exempt positions and overtime expenses.
Finance
Finance Director Hawley discussed finance department plans for 2001and responded to questions from councilmembers.
In response to a request from Cmbr. Olstad, Thompson noted that citizens are present who are interested in the conditional use permit for Horizon View Park. There was no objection to this item being taken out of order.
SECOND READING CALENDAR
Accept Recommendation of Hearing Examiner/CU00-10, Conditional Use Permit for Horizon View Park
Olstad moved to accept the recommendation of the hearing examiner/CU00-10, Conditional Use Permit for Horizon View Park.
Armanini seconded.
Olstad moved to amend the recommendation of the hearing examiner as follows:
Page 11, C.: "...on-site parking shall be made. Any additional on-site parking shall be
controlled by gates, either existing or new, which shall be closed at dusk."
Armanini seconded.
Following consultation with the city attorney, the maker and seconder withdrew their motion to amend.
The motion to accept the recommendation carried unanimously.
There was no objection to Thompson’s recommendation that the rules be suspended and Ordinance 845 be taken out of order and advanced to second reading calendar.
SECOND READING CALENDAR
Ordinance 845/Approving CU00-10, Conditional Use Permit with Conditions for Horizon View Park
Olstad moved to amend Ordinance 845 as follows:
Page 1, line 37, Section 2:: "...recommended by the Hearing Examiner, and subject to the
following additional condition:
Any additional on-site parking shall be controlled by gates, either existing or new,
which shall be closed at dusk."
Armanini seconded. The motion to amend carried unanimously.
Thompson moved to amend as follows:
Page 1, line 34, Section 1: "...Conditional Use Permit No. 00-10, subject to the additional
condition stated in Section 2 below."
Olstad seconded. The motion carried unanimously.
A five-minute recess was called for at 8:55 p.m.
The meeting was resumed at 9:16 p.m.
Kiest exited the meeting at 9:15 p.m.
Municipal, Library, City Memberships
City Clerk Susan Stine reviewed the responsibilities and duties of the municipal department. She discussed the professional services agreement being pursued for computer support services. Budget issues regarding the library, overtime and membership dues were noted.
Legal Services
Jacobson discussed expenditures for legal services and the increase in retainer fee and hourly rate that has been requested by the city attorney.
Reserve Funds
Hawley discussed the proposed reserve funds for vehicle and office equipment replacement funds outlined in the budget.
Planning
Peterson discussed the proposed expenditures for professional services for work on the comprehensive plan update and in response to the Endangered Species Act. Discussion followed regarding building and land use issues and drainage review fees.

Councilmembers agreed that a public hearing would be scheduled for December 14, 2000 at 7 p.m. on Ordinance 840/Adopting Amendments to City’s Comprehensive Plan. Ordinance 840/Adopting Amendments to City’s Comprehensive Plan will be advanced to second reading on December 14, 2000.

Ordinance 800/Relating to Tree Protection and Replacement
Armanini moved to amend Ordinance 800 as follows:
Page 5, line 12: "...number of significant trees in excess of ...."

Olstad seconded. The motion carried unanimously.
Armanini moved to amend Ordinance 800 as recommended by the City Planner as follows:
Page 4, lines 9-12:
"16.14.030 Definitions
P. Removal: The direct or indirect removal of a tree(s) or vegetation through actions including, but not limited to: clearing, cutting, causing irreversible damage to roots or trunks; poisoning; destroying the structural integrity of trees or vegetation; filling, excavating, grading, or trenching in the Dripline; relocating an existing tree to a new planting location; or the removal through any of these processes of greater than thirty percent of the height, size or bulk of a significant tree."
Olstad seconded. The motion carried unanimously.
Thompson noted that motions tabled at the October 26, 2000 council meeting are removed from the table and may be considered.
Goss moved to amend Ordinance 800 as follows:
Page 1, lines 45 and 46 and Page 2, lines 1 and 2:
"A. Lake Forest Park is characterized by its forests and tree-covered areas. These forests and trees in general, perform a variety of functions that provide economic, ecological, aesthetic, and health, safety, and welfare benefits to those who reside, conduct business, or work in Lake Forest Park. Such beneficial functions include: The trees of Lake Forest Park, a reminder of the city’s namesake, offer historic, aesthetic, ecological, economic, health, safety and welfare values to the community, sustaining the community’s forests and trees. These values include:...."
Herzog seconded. The motion to amend carried unanimously.
Goss moved to amend Ordinance 800 as follows:
Page 8, line 19: "...adjacent to or under power lines, sidewalks, public rights of way, or in view corridors."
Sterner seconded. The motion to amend carried unanimously.
Armanini requested that the following typographical error be corrected:
Page 5, line 38: "...significant trees per yYear."
Thompson requested that the following typographical error be corrected:
Page 9, line 15: "The fee authorized in this subsection shall be established...."
Sterner moved to amend Ordinance 800 as follows:
Page 5, line 14: "...required to remove any number of significant trees in excess of the Minimum Protection Standards conduct any activity described in 16.14.070 A, B, and C."
Olstad seconded. The motion to amend carried unanimously.
Goss moved to amend Ordinance 800 as follows:
Page 5, line 5: "D. Any trees within 50 feet of any residential building:"
Herzog seconded.
There was no objection when the maker and seconder amended their motion as follows:
Page 5, line 5: ...any residential building dwelling."
A three-minute recess was taken at 10:53 p.m.
The meeting was resumed at 10:59 p.m.
Maker and seconder withdrew their motion to amend.
Goss moved to amend Ordinance 800 as follows:
Page 5, line 12: "...Minimum Protection Standard, provided that the tree is more than 50 feet away from any residential dwelling."
Herzog seconded.
Following discussion, the maker and seconder added the following to the proposed amendment:
Page 5, lines 11 and 12: "...shall be required to remove from any lot any number of significant trees below the Minimum Protection Standard, provided that the tree is more than 50 feet away from any residential dwelling."
Further discussion of the proposed amendment followed.
The motion did not pass 3-3 (Aye--Herzog, Goss, Sterner; Nay--Armanini, Olstad, Thompson).
Goss moved to amend Ordinance 800 as follows:
Page 5, line 5: "D. Any trees within 50 feet of any residential building."
Sterner seconded.
After discussion of the amendment, the maker and seconder withdrew the motion to amend.
Herzog moved to extend the meeting to 11:45 p.m.
The motion died for lack of a second.
Goss moved to adjourn the meeting at 11:30 p.m.
Sterner seconded.
The motion did not pass 2-4 (Aye--Sterner, Goss, Herzog; Nay-- Armanini, Olstad, Thompson).
Thompson moved to amend Ordinance 800 as follows:
Page 11, Line 20: "...in violation of this section chapter shall be subject to remedial measures."
Page 12, Line 2: "...in violation of this section chapter."
Olstad seconded. The motion carried unanimously.
Councilmembers discussed scheduling a public hearing on Ordinance 800.
Goss moved to schedule the public hearing on Ordinance 800/Relating to Tree Protection and Replacement for January 11, 2001.
Sterner seconded. There being objection, the motion carried unanimously.
Ordinance 838/Assuring Conformance with Ordinance 800 for Tree Removal Permits
Councilmembers agreed that Ordinance 838/Assuring Conformance with Ordinance 800 for Tree Removal Permits would be scheduled for second reading on January 11, 2001 to coincide with consideration of Ordinance 800/Relating to Tree Protection and Replacement.
NEW BUSINESS
Armanini moved to nominate Mayor pro tempore Thompson to serve on the budget committee for the meeting on November 28 at 7:00 p.m.
Herzog seconded. The motion carried unanimously.
ADJOURNMENT
