CALL TO ORDER

Mayor David Hutchinson called the budget workshop/special meeting to order at 7:35 p.m.

Hutchinson welcomed Michael Bell of Boy Scout Troop 166 and Deane Bell to the meeting. Michael Bell said he is working on his citizenship and community badge which requires attending a budget meeting.

 

ADOPTION OF AGENDA

Following discussion and a re-ordering of agenda items, the agenda was approved as amended.

 

Cmbr. Kiest noted that he must leave the meeting at 9 p.m.

 

Hutchinson reported on his attendance at a reception honoring Marilyn Mogridge, who is retiring after 18 years with the community school.

 

Budget Workshop Presentations

Public Safety

Chief Peterson reported on accomplishments and goals of the police department. He and Commander Drown responded to questions from councilmembers regarding the juvenile intervention program, drug investigation fund, illegal sign removal, salaries, vehicle purchases, the reserve program, office positions and office hours. Further questions involved providing services to other agencies, marine patrol services, outside support for school resource officer and volunteer supplies. Peterson discussed increasing detention costs and the benefits of having a municipal court.

 

Municipal Court

Municipal Court Judge Portnoy reviewed the state of the court report that she had made to the council earlier in the year. Portnoy discussed the court’s goals for 2001 and reviewed the organization of the proposed court budget and changes and challenges for 2001.

Court Administrator Poppe discussed revenue collection and increasing costs for interpreters.

Kiest exited the meeting at 9:25 p.m.

Portnoy discussed issues related to the court schedule, requirements for in-custody hearings, electronic home monitoring, detention, prosecutor and public defender costs.

 

A 10-minute recess was called for at 9:40 p.m.

 

The meeting was resumed at 10 p.m.

 

Discussion--Re-enacting Fees and Tax Ordinances and Resolutions

Jacobson reported on the recent state supreme court decision and its effect on fees and tax increases that were adopted in late 1999. He discussed Initiative 722 and his recommendation regarding re-enactment of the fee and tax increases.

Armanini noted her interest in reducing the utility tax on natural gas and asked for an analysis of the impact of a reduction.

Discussion followed regarding Initiative 722 and the upcoming election.

 

Discussion--Proposed Ordinance/Street Vacation Procedures

Jacobson discussed the proposed ordinance and procedures for street vacations established by state law. The ordinance will be on the November 9, 2000 agenda for first reading.

 

Report--Public Information and Distribution of Documents

Jacobson discussed his review of public information requirements, the city code, and the distribution of documents.

Discussion followed, and councilmembers provided confirmation of the intent of the requirements regarding format and distribution of documents.

 

Report--Grant Funding Opportunities, Roadway Hazard Elimination and Fish Passage Improvements

Jacobson said that the city has become aware of grant opportunities and discussed costs associated with the application process.

 

SCHEDULE

Councilmembers discussed the budget timeline and the upcoming hearings schedule.

 

ADJOURNMENT

There being no objection, the meeting was adjourned at 10:55 p.m.
