CALL TO ORDER
The March 11, 2000 council retreat came to order at 8:30 a.m. at the interim city hall with welcoming remarks and introductions led by Facilitator Nancy Campbell.
AGREEMENT ON RETREAT AGENDA
Campbell reviewed the draft agenda and goals of the council retreat. No changes or corrections to the agenda were requested.
ISSUE DISCUSSION
--DEVELOPING A LONG RANGE PLAN
--THE COUNCIL’S ROLE IN GOVERNANCE AND MANAGEMENT
A discussion of long range planning and the council’s role in governance and management of the city took place in the morning session of the retreat.
At 11:45 a.m., a one-hour recess was called for as a lunch break.
The council retreat was resumed at 12:45 p.m.

A discussion of issues related to planning and budgeting for capital facilities, open space and parks took place in the afternoon session.
No action other than discussion was taken at the retreat.
